Responsible for the successful quality assurance of project delivery. This includes establishing effective Quality Assurance and Management methodologies that ensures independent testing and validation for IT work. This position is also responsible for ensuring that team members, and all of IT, deliver projects and IT services with the appropriate quality to the organization as a result of solid Quality Assurance & Management methodologies. Accountable for complying with all laws and regulations associated with duties and responsibilities.

Necessary Contacts: In order to effectively fulfill this position the incumbent must be in contact with:
Intercompany personnel to coordinate and establish priorities of cross organization projects.
All levels of department personnel.
Bachelor's Computer Science, ISDS or related field required
Four years of related experience can be used in lieu of a Bachelor’s degree.
7 years IT related experience to include a minimum of 3 years people management experience required
A minimum of 2 years of experience working with vendors in a managed services environment, including definition and management of performance/outcome based SLAs and KPIs, is required. Experience can run concurrently
Skills and Abilities
High degree of competency with formal IT methodologies such as project management, quality assurance, and organizational development best practices needed. QA and PMP certifications preferred.
Vendor contract negotiation experience.
Working knowledge of standard hardware systems and software development tools.
Organizational and analytical abilities must be technologically current.
Effective interpersonal, collaborative and leadership skills are necessary. Able to provide candid feedback in a positive manner and seeks/accepts/applies candid feedback to drive self-improvement and team improvement.
Demonstrated ability to influence others to achieve positive outcomes.
Strong writing, presentation and negotiation skills successfully targeted to all levels of business audiences.
Must have working, current knowledge of information security principles, practices, technologies and strategies.
Must have experience identifying, defining, quantifying and solving significant highly complex, technical and management issues on a regular basis. Must have experience using creativity/innovative approaches to resolve issues despite minimum lead times and with minimum requirement definition.

Must possess a customer-focused mindset, and be able to instill that in the QA team, and ensure QA vendors also operate in this manner.
Ensures quality and timeliness of business oriented solutions aimed at providing positive effects on operational results while optimizing the overall impact to the organization’s performance.
Actively manages vendor performance for QA functions, holding them accountable for contractual delivery outcomes through metrics and deliverables.
Responsible for the planning, management, and protection of IT financial resources accomplished by approaching work with a focus on cost efficiencies that provide tangible cost savings and improved IT productivity through fundamentally sound implementation of solutions.
Acts as an advocate and ensures adherence to IT governance practices and methodologies.
Understands IT Departmental Goals and Objectives and delivers work products to contribute to those goals.
