Under general direction, partners with business analysts, systems analysts and engineers in requirements gathering and reviews. Responsible for analyzing and translating business, information and technical requirements into an complete design blueprint that outlines solutions to achieve business objectives and organizes the development effort. Works with enterprise architecture, application and infrastructure teams to produce an optimal, high level, conceptual design for the project. Acts as a top level technical expert in one or more highly specialized areas of cloud infrastructure. Works with technical teams to guide the deployment of cloud resources. Accountable for complying with all laws and regulations that are associated with duties and responsibilities.

Necessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel.
Bachelor's in Computer Science or related field is required.
Four years of related experience can be used in lieu of a Bachelor’s degree.
7 years technical leadership and hands-on technology implementation in a least 3 of the following. Cloud computing, business systems implementation and change management, database administration, data management, application design or development, networks, client servers, infrastructure security, business and/or operational support systems, telecommunications, computer operations and/or data center. Minimum one year of lead engineer experience working with Azure or AWS
Healthcare industry experience preferred.
Skills and Abilities
Requires knowledge of advanced technology, business applications, and the development process and systems design in such areas as multi-processing and multi-programming, terminal-oriented and communication-based systems, languages, etc
Must have experience in a minimum of three of the following technical competencies: Active Directory (AD), Office365, Microsoft Azure, Workflow Automation, Platform as a Service (PaaS), Infrastructure as a Service (IaaS), Containers as a Service (CaaS), AWS, Direct Connect, Express Route, Networking, PowerShell

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
Provide leadership for cloud infrastructure by integrating various technologies such as, information security, servers, cloud and premise networking, on-premise infrastructure, IaaS, PaaS, CaaS etc
Manage and monitor all installed cloud systems and infrastructure
Design the installation, configuration, and maintenance of cloud based operating systems, storage systems, backup systems, application software and system management tools
Monitor and test system and application performance for potential bottlenecks, identify possible solutions
Review and analyze current systems and processes to determine technical requirements for migration to the clou.
Develop detailed systems documentation including functional specifications, design requirements, templates, layout, navigation, diagrams, maps, etc
Provide high-level analysis and design reviews to solve technical problems and enhance current capabilities
Work with vendors to integrate their technologies within organization's structure
Evaluate new technologies and recommend extension, expansion, and update of technology standards, practices, and methodologies
Ensure design, structure, and content meet performance guidelines
May assist with creating test plans and performing tests and analysis
Train employees and evaluate the effectiveness of implemented technologies
Oversee the primary activities of individual contributors to ensure completion of tasks and attainment of departmental goals
Evaluate and assess new projects based upon size, complexity, and time frame
Participate in identification of available resources for projects and assign resources to meet those needs
Serve as escalation point for issues beyond project team authority; resolve conflicts involving scheduling, resources, or technical issues
May participate in budgeting of department's personnel, capital, and/or operations expenses
Business Acumen: Has some ability to understand business requirements, pain points, and goals. Must be intentional about building strong business relationships and maturing overall business acumen. Must be able to learn what is important to the business and use that knowledge solutioning for business needs. Must support the initiatives set by the Principle role on the team as well as the manager.
