NATURE AND SCOPE
This role directly manages 6 - 11 workers
This role reports to this job: DIRECTOR, IT-INFRASTRUCTURE
Necessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel.
- Bachelor's in Computer Science or related field required.Completion of an approved educational program or four years of related experience may be accepted in lieu of degree. Must have demonstrated ability to analyze and solve logical problems such as may be found in mathematics, statistics, etc
- 5 years of technical systems analysis and design experience required. Experience must include 2 years of leadership experience.
Skills and Abilities
Requires expert knowledge of converged infrastructure architecture. Requires extensive knowledge of general infrastructure and data center concepts.
Must have demonstrated capacity to successfully lead and direct a group of engineers, analysts, and/or technicians.
The following technical competencies are required: Windows Server, Linux, Active Directory, VMWare, Citrix, O365
Expert knowledge in the field of computer science, including hardware and software products, computer systems, systems analysis, development/maintenance process, and data network management for large complex systems required.
Sufficient communication skills to coordinate internal education, interaction with internal areas concerning problem status.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
Leads strategic technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies as it relates to Infrastructure. Collaborates with the appropriate departments to develop and maintain a technology plan that supports the organizations Business Continuity Plan. Responsible for implementation of the enterprise architecture and the development and maintenance of the organizations IT computing environment
Responsible for developing the server infrastructure annual operating and capital budgets for purchasing and to ensure cost efficiencies and improve IT productivity. Reviews hardware and software acquisition and maintenance contracts. Works with Enterprise Architecture Roadmaps manager to negotiate with vendors for products and services affecting Enterprise Infrastructure
Acts as an advocate and ensures adherence to IT governance practices and methodologies and understands IT Departmental Goals and Objectives and delivers work products to contribute to those goals
Develops, manages, and builds strong relationships/partnerships with clients, vendors, peers/other teams, and staff to ensure a high level of personal and team understanding of the client’s business operations, IT support needs, and IT service expectations. Responsible for the ultimate satisfaction of all Information Technology (IT) clients and supporting the IT vision. Works with all levels of management to communicate and resolve business related issues
Directs IT staff, promotes career development opportunities, provides mentoring to the staff to encourage personal growth and advancement, and promotes delivery of high quality customer service and team productivity. Actively pursues personal leadership development to ensure growth and the ability to demonstrate a high level of quality and productivity
Defines and interprets plan/policy requirements and presents options and processing capabilities to upper level management
Interfaces with IT managers and directors on a range of content from simple to extremely complex and requires diplomatic and tactful negotiations with client management on controversial subjects
Reports to and advises the Director, IT on the performance and issues related to server infrastructure
