POSITION PURPOSE

In this role, you will create detail logical and physical designs and provide hands-on mentorship to Azure developers that build data pipelines, data structures, storage and presentation data layers, dashboards, reporting solutions and a variety of other technical components on Azure for data integration and management projects. You will be a critical point person in the development process providing development resources with best practices, guidelines, detail designs, instructions, and hands-on-keyboard examples to accelerate the development and deployment of Azure data solutions.

NATURE AND SCOPE

  • This role does not manage people

  • This role reports to this job: VP, IT Application Services

  • Necessary Contacts: Reviews, presents, and recommends priorities, systems, design changes and technical alternatives to all levels of BCBSLA personnel, Blue Cross and Blue Shield Association, other Blue Plans, and several domain-specific external communities, industry organizations, and vendors.

QUALIFICATIONS

Education

  • Bachelor’s degree in Computer Science or related field required.

  • Master's degree in a technology field is preferred.

  • Four years of related experience can be used in lieu of a Bachelor’s degree.

Work Experience

  • 10 years of technical work experience required.

  • Demonstrated experience leading projects, programs and/or informal team leadership required.

  • Extensive professional systems, development, and troubleshooting background in five or more of the following areas of specialty as specified: Modern data platform architectures and patterns: Extract, Load, Transform (ELT), Enterprise Data Lake, Data Lakehouse, Cloud Data Warehousing (3 years of experience)

  • Senior Level Development and Engineering experience on Microsoft Azure Data & Analytics PaaS & SaaS Services such as Azure Databricks, Data Factory, Data Lake Storage, CosmosDB, Azure SQL (3 years of experience)

  • Experience designing and developing solutions that can consume data from a variety of sources: API’s, Databases, Message Queues, Flat File, Complex files

  • Senior Level Experience working with Databricks Delta Lake Architecture, Table Design, Meta stores and Live Tables (3 years of experience)

  • Experience working with Azure DevOps and CI/CD Pipelines (3 years of experience)

  • Experience working with Azure Key vault, Azure AD, SPN’s, App Registrations

  • Advanced development experience with at least two programming languages: Python, Scala, SQL, C#, .Net, or comparable computing languages

  • Experience in large system design and implementation for 2000 or more users

  • Deep technical knowledge at a structural and strategic level across a broad range of IT disciplines including current applications development methodology/languages, project management and service capabilities with experience in some or all of the additional disciplines of database administration, networking, operational capabilities, server platforms, messaging, middleware, security and communications.

  • Decision making ability to develop technical specifications, identify external program interactions, recommend hardware/software design changes and cost/function trade-offs.

  • Ability to analyze and develop detailed approaches to determine the most efficient systems and programming approach on complex applications and systems that require extensive problem definition.

  • High degree of analytical ability to analyze project objectives and develop requirements.

  • Understanding of network and security architecture

  • Knowledge of ITIL methodologies

Licenses and Certifications

  • Microsoft Azure Data Platform certification preferred.

  • Technical Design: Under little direction, plans, research, engineers, analyzes, estimates, determines options, recommends, schedules, documents, monitors, tunes performance and maintains primary and auxiliary technical design as related to assigned areas of specialty to ensure the integrity, security, availability, reliability and performance of corporate computerized systems to meet client needs and expectations.

Must be intentional about building strong business relationships and maturing overall business acumen. Needs to learn what is important to the business and use that knowledge to develop solutions for business needs.

  • Tactical Planning: Evaluates and recommends new system products to ensure that the IT Department acquires the most efficient, cost effective, and appropriate technology. Develop and maintain technology roadmaps.

  • Teamwork and Leadership: Provides leadership, technical and soft skills, mentoring and knowledge transfer for a small group of professionals to meet client needs and expectations.

  • Goals and Objectives: Understands Company, Departmental, and Information Technology Goals and Objectives and delivers work products to contribute to those goals.

  • Exercises independent judgment and decision making on complex issues regarding job duties and related tasks, and works under minimal supervision, uses independent judgment requiring analysis of variable factors and determining the best course of action.

  • Accountable for complying with all laws and regulations associated with duties and responsibilities.
