POSITION PURPOSE

This leader will be a part of Blue Cross Blue Shield of Louisiana’s Provider Contract Data Management transformation team and will be responsible for directing and prioritizing daily activities for teams that are responsible for problem management, production support, and project delivery. Accountable for implementation of initiatives related to development, modification, and re-engineering of processes and systems to meet corporate and departmental objectives. As the liaison between the business area and Information Technology (IT), ensures the understanding of business problems in order to reach the ultimate technical solution that meets business needs.

  • This role reports to this job: VP, Provider Networks and Contracting

  • Necessary Contacts: To do this job effectively, the incumbent is required to interact with all levels of organization management including, but not limited to, executive, senior management, and departmental management, including Institutional Provider Contracting, Reimbursement, Professional Reimbursement, Payment Innovation, Network Operations, Health Informatics, IT, BET, Clinical Solutions, Benefits Administration, Corporate Project Management team, external vendors and consultants. The incumbent must have contact with the Blue Cross Blue Shield Association, other Blue Cross Blue Shield Plans, regulatory agencies, CMS and provider licensing agencies.

QUALIFICATIONS

Education

  • Bachelor's degree in business, health care administration, information technology or a related field is required.

  • Four years of related experience can be used in lieu of a Bachelor’s degree.

Work Experience

  • 5 years of experience to include business analysis and relevant technical system expertise is required.

  • Requires solid project management experience in support of business and technical needs.

  • Prefer management/project leadership experience.

  • Prefer experience working with contract management software.

Skills and Abilities

  • Experience as an Administrator of a Contract or Data Management enterprise system is required.

  • Ability to lead, coach and mentor preferred.

  • Demonstrated ability in managing multiple medium to large scale department projects and successfully leading enterprise-wide project teams preferred.

  • Requires excellent relationship management skills to facilitate effective working relationships with varied business stakeholders and/or vendors.

  • Excellent organizational skills with the ability to plan work, execute and multi task in an ever changing environment required.

  • Excellent influencing and consultative skills required.

  • Experience implementing software is in an health care system area preferred.

  • Strong ability to proactively analyze, identify, troubleshoot, track and make recommendations to resolve issues and implement technical solutions required.

  • Strong technical knowledge of SQL Server Integration Services (SSIS) and SQL Server Reporting Services required.

  • Proficient with Microsoft Access and Excel.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Responsible for developing and implementing Provider Contract Data Systems Support that ties to the overall Provider Contract Management Strategic Plan.

  • Leads and provides direction to teams responsible for business systems analysis, problem resolution and the support of business initiatives and system enhancements to ensure appropriate technology solutions to enhance quality and efficiency of service.

  • Directs staff in conducting high-level business analysis involving complex requirements, problem resolution, and/or processes for business area systems.

  • Responsible for the administration, management, and configuration of the DocuSign software for the provider dept.

  • Responsible for reporting on provider contracting and provider contract compliance.

  • Ensures planning and staffing of resources are adequately aligned to address business initiatives; recommends improvements; provides business process knowledge and/or subject matter expertise for addressing broad and complex business area technology decisions.

  • Leads the development of best practices for support processes and procedures including tools,techniques and reporting designed to optimize performance.

  • Works with management to maximize reporting capabilities of contract management software and other software including contract deadlines, exceptions, and quality control reporting. May develop contract system dashboards and management summary tools.

  • Networks and collaborates effectively with user work groups and cross functional system area support teams that include multiple IT teams and/or vendors to effectively manage optimization.

  • Ensures validation of IT and/or vendor provided technical solutions and/or identifies alternatives to solve business problems.

  • Recommends and implements effective ways to monitor and evaluate provider concerns, issues and satisfaction.

  • Actively collaborates with peers and business partners to continuously improve operations, resolve cross-team issues, and allocate resources effectively.

  • Accountable for complying with all laws and regulations associated with duties and responsibilities.
