POSITION PURPOSE

Guided by BCBSLA’s Reference Architecture, Standards, and Corporate Strategy the Senior Domain Architect is responsible for guiding of a domain’s technical roadmap to support future business and technical projects. Ensuring sound, sustainable and economically viable design, striking the right balance between enterprise and functional needs in full alignment with and support of BCBSLA Application and Technology Portfolios, Enterprise Data Sourcing Model with a focus on increased operational efficiency, reliability, predictability and long-term economic viability while reducing technical debt. Accountable for complying with all laws and regulations associated with duties and responsibilities.

Acts as a solution and technical adviser developing and aligning solutions to business strategies. Performs advanced technical and data studies, evaluations, applications development, proof of concept, and solutions to facilitate improvements in information solution process and quality regarding Facets systems and systems integrated to the core Facets system. Provides leadership and mentoring for change management including controls to ensure success as well as advising on quality assurance. Provides support and advice other technical resources including members of the technical architecture team.

QUALIFICATIONS

Education

  • Bachelor's Computer Science, Information Science, Analytics or other technical programs including mathematics, applied physics or similar discipline required

  • Four years of related experience can be used in lieu of a Bachelor’s degree.

Work Experience

  • 4 years technical leadership and hands-on technology implementation to include four years’ experience in software development, DevSecOps engineering, systems administration, systems architecture, or data management required

  • Requires advanced knowledge of Enterprise Architecture practice, ALM, software development best practices and standards, and demonstrable experience in leading business application solution design, and implementation of complex business initiatives.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Have Accountability and/or Responsibility to following key operational Deliverables:

  • Develop and maintain domain’s roadmap

  • Support of solution architects

  • Collaboration with business owners at all levels, transforming business requirements into solutions

  • Facilitation of deep-dive technical discussions around design and an intellectual curiosity to always keep your technical skills current while maintaining a pulse on industry trends

  • Exposes data to support metrics associated with Domain Architecture practice to demonstrate increasing maturity and value

  • Understanding business application and industry trends in relation to the Payer Market, identifying, building a business case for and socializing select and relevant innovation opportunities with likelihood of success, and performing POC as warranted

  • Architecture SME (and designated Chair as needed) for Architecture Review Board (ARB) and facilitation of review, impact analysis, documentation, recommendation and formal publication of BCBSLA Technical Standards and measurement of adherence to these Standards

  • Provide architectural leadership for development efforts by integrating various technologies such as web applications, relational databases, information security, servers, networking, etc

  • Provide high-level analysis and design reviews to solve conceptual problems and avoid duplication of efforts of same errors within different applications.

  • Work with vendors to integrate their technologies within organization's structure

  • Evaluate new technologies and recommend extension, expansion, and update of technology standards, practices, and methodologies

  • Creation of guiding principles and standards to guide engineers and the enterprise for the domain

Responsible for architecture, planning, creating design specifications, implementing improvements, conducting tests, and troubleshooting the interfaces and extensions to ensure efficient, accurate, and quality configuration of the company’s core and integrated systems. Also responsible for the planning, design specifications, improvements, tests, and troubleshooting of reports, the production of ad-hoc reports, and the technical review and analysis of software fixes, patches, upgrades, and releases to the company’s core and/or integrated systems.

Keeps up-to-date with appropriate technology and solutions and shares knowledge to maintain optimal and mutually beneficial solution design and implementation, and achievement of service and support expectations.

Responds to, and provides resolutions for, core and integrated system inquiries in accordance with the Systems Development Life Cycle methodology to ensure business continuity and further the company’s goals.

Documents, validates, and/or prepares for coding the technical design specifications for interfaces, reports, and/or software fixes to ensure efficient, accurate, and quality configuration of the company’s core and integrated systems.

Develops, maintains, and/or approves appropriate documentation to support identified record-keeping and change control of core and integrated systems configuration and design, as well as the training and development of another analyst to support the core or integrated systems.

As a SR:

  • Communicates frequently with development teams to create, maintain and evolve the enterprise architecture framework and methodology around the core (Facets/CRM) system data.

  • Maintains knowledge of BCBSLA’s business plan and departmental strategic, tactical and operational plans as the core system feeds all other systems.

  • Aligns and supports strategic business plans, departmental goals around core systems.

  • Defines, documents and makes recommendations for implementing strategic projects based on future business requirements. (Facets, workflow/CRM).

  • Supports development of integration/interface strategies to 3rd party products and/or BCBS business entities with core systems—ClaimCheck, Provider Data Manager, Medimpact, ESI.

  • Applies application, data, infrastructure and process knowledge expertise of current and future-state architectures to projects.

  • Participates, on request, with IT staff to guide operational improvements.

  • As a trusted advisor, provides technical leadership and consulting on information technology strategy, operational challenges and key projects.

  • Defines and documents architecture governance processes.

  • Reviews current and proposed IT projects with business strategy projects
