POSITION PURPOSE

This position is responsible for leading and participating in the implementation of strategic sourcing activities which include planning and managing all strategic sourcing phases of a project such as, conducting market research, locating vendors, bidding processes, contracting, and vendor management life-cycles by using BCBSLA’s formal and standardized purchasing policies and procedures to meet organization and/or departmental goals to reduce cost and mitigate risk for the enterprise.

  • Necessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of the organization including BCBSLA ODM, BCBSLA Legal, BCSLA Audit, Business Continuity, Security, Privacy/Compliance, HR, IT Enterprise Architecture, IT Financial Systems, Disaster Recovery, and Accounts Payable.External contacts will be with vendors, consultants, and needed resources to participate and support strategic sourcing activities when required.

QUALIFICATIONS

Education

  • Bachelor's Degree in a business, technical or related field required

  • Master's Degree preferred

  • Four years of related experience can be used in lieu of a Bachelor’s degree.

Work Experience

  • 5 years of experience in strategic sourcing or supply chain management demonstrating proficiency in developing strategic sourcing scopes, goals, work plans, timelines, implementation strategies and measurement processes for assessing progress toward strategic and/or tactical goals and project outcomes required

  • 1 year of strategic sourcing project management experience along with a demonstrated analytical ability to carry project objectives and to develop process requirements required

  • Experience can run concurrently

  • Experience in BCBSLA contracting policies and procedures preferred

Skills and Abilities

  • Must have the ability and proven success to develop, negotiate, and execute required contracts including an advanced knowledge of BCBSLA legal requirements and required terms and conditions.

  • Must have comprehensive understanding of economics and a proficient working knowledge of information technology and other business area concepts, practices, terminology, and standards, with the ability to actively conduct and/or engage in hardware and software related discussions relative to all assigned projects. Includes demonstrated ability to interpret and translate technical and/or complex concepts into information meaningful to project team members and/or business personnel.

  • Must have demonstrated experience in building relationships and the ability to identify required business representatives when organizing, leading, and facilitating an effective team-oriented work group

  • Must have demonstrated ability to use analytic skills and critical thinking to identify customer needs, new alternatives, new processes, optimal pricing structures, and best possible solution to capture savings and cost reductions as well as mitigate risks.

  • Must be able to work proficiently in a fast-paced demanding environment and demonstrate the ability to competently manage multiple projects of differently complexities.

  • Extensive knowledge of ERP Procurement systems required.

Licenses and Certifications

  • Institute of Supply Management certification as Certified Professional in Supply Management and Certified Professional is Supplier Diversity preferred

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Leads, plans, executes, and maintains key sourcing initiatives for organizational projects of all levels of complexity.

  • Researches and conducts analysis of external database(s) to support department and corporate strategies and goals.

  • Develops negotiation strategies and executes price negotiations with selected vendors.

  • Oversees project owner/business areas efforts in gathering and documenting business requirements.

  • Coordinates tasks between internal and external project teams and makes recommendations to ensure resolution implementation.

  • Identifies risks that threaten project scope or timelines and implement risk mitigation strategies to circumvent and /or resolve.

  • Acts as liaison among business, technical, vendors, and other personnel responsible for project tasks.

  • Evaluates and analyzes contracted services to identify savings, cost avoidance, and eliminate risk.

  • Performs market analysis and external assessment of competitive landscape for a given commodity to develop a TCO and ROI evaluation.

  • Manage all strategic aspects of the project sourcing life cycle including: sourcing initiation, planning, execution and control as well as project closeout and vendor management to assure continuity and quality among projects.

  • Ensures identified risk and associated mitigation strategies are captured, tracked, and properly documented according to established project practices.

  • Manages project-related performance and participation of internal and external team members.

  • Accountable for complying with all laws and regulations associated with duties and responsibilities.
